What changed in Cyprus: September 2026
Published 30 September 2026
September opened with real momentum and ended in near-collapse. Four guides were updated this month as a result: the crossing points list, the Ercan crossing guide, the flights comparison, and the north Cyprus property legal position page, each linked below.
The month’s biggest story for regular crossers is one that did not happen. Cyprus’s Schengen accession was due before the EU Council in September, and the European Commission has already told member states the country is ready, but the Council’s justice and home affairs meeting on 29 September left Cyprus off the agenda altogether, with capitals occupied instead by visa policy for Russian citizens after a drone incident at Leipzig airport. The underlying problem is unresolved either way: the Republic still says it will exempt the nine Green Line crossings from Schengen’s digital entry-exit system, and Turkish Cypriot leader Tufan Erhurman says that exemption needs the Turkish Cypriot side’s own involvement to work. Nothing changes for crossers this month, the decision has simply moved rather than gone away, and our crossing points, flying into Ercan and flights guides all now reflect the delay rather than the September date we flagged in August.
The wider talks swung hard. Mid-September brought the most positive noises in months: Turkish Cypriot leader Erhurman said on 16 September that his side was ready on all seven of the confidence-building points UN Secretary-General Antonio Guterres had set, and President Christodoulides followed on 17 September with what he called entirely new proposals on confidence-building measures, methodology and substance. By 22 September Erhurman was asking for an enlarged meeting where success is guaranteed, with preparatory talks in Nicosia first rather than a photo-opportunity. It did not hold: a tripartite meeting pencilled in for the UN’s high-level week in New York fell apart on 26 and 27 September, Erhurman accusing Christodoulides of tabling nineteen new discussion points on top of Guterres’s seven and calling it a meeting for the sake of a meeting. By 30 September the government was ruling out citizenship for children of mixed marriages as a confidence-building measure, and UN envoy Maria Angela Holguin was warning that the window of opportunity is closing. On the specific question this site tracks, new crossing points, nothing opened in September, and the two sides still disagree about whose compromise the other rejected. Our crossing points guide carries the month’s talks in full.
North Cyprus property enforcement cut both ways. German estate agent Ewa Kuenzel, in custody since her July 2024 arrest and facing 46 charges over property near Kyrenia’s Ayios Ambrosios, had her request for conditional release rejected unanimously by the appeals court on 4 September. But the Lithuanian estate agent whose surrender France’s Aix-en-Provence Court of Appeal had ordered this summer simply did not show up for her French hearing, and police said on 1 September they could not locate her, despite the earlier ruling that had itself reversed the same court’s refusal of a similar warrant in December 2025. Enforcement abroad is real, but a signed order and an actual extradition are two different things, and September showed the gap between them. Our property legal position guide now covers both cases.
